Re: Proposed Changes to Town Plan - Land Use Designations

The following changes to existing land use designations are proposed in the
revised Town Plan.
l ) Change from Industrial to Planned Commercial Industrial of an
approximately 10 acre area along North Bennington Road, north of the Price
Chopper.
This change was requested by the property owner of the parcels that are the
subject of the proposed land use designation change. Essentially, the change
would allow commercial/retail uses in an area that currently only allows
industrial/manufacturing/warehouse uses. Attached are excerpts from the Zoning
Bylaw that set forth the permitted and conditional uses in both the Commercial
Industrial District and Industrial District.
2) Change from Village Residential to Major Institutional of an
approximately 10 acre area long Stark Street and next to Stark Street Playground
to the Old Bennington Village line.
This change was requested by the hospital. The parcels effected by the change
are adjacent to land that is currently zoned for Institutional use and would
allow the hospital to expand its operations. The hospital has already acquired a
portion of the area to be changed.
3) Change from Village Residential to Industrial of an approximately 18 acre
area off of Bowen Road
This change was requested by the developer of the gas pipeline. The change
would allow industrial uses on land adjacent to an existing industrial park.
4) Change from Village Industrial to Urban Mixed Use of the area along
Benmont Avenue from Holden Street on the west and County Street on the east to
the River.
This change would allow commercial, institutional and professional as well as
industrial/manufacturing uses in an area currently zoned for
industrial/manufacturing uses only. The Urban Mixed use proposal as set forth in
the revised Town Plan is attached. This change was previously proposed by the
Planning Commission, but rejected by the Select Board. The Planning Commission
has made some changes to the proposed use change, including a recommendation that
a design review overlay and detailed performance standards be part of a Zoning
change.
